The Board of the Academy held its regular meeting

Vushtrri, 15 march 2018  – Board of Kosovo Academy for Public Safety, today held its first meeting for 2018, the twenty-second in row, where they discussed issues concerning the process through which is passing Academy; such as the accreditation of professional training by the National Qualifications Authority, international accreditation by the International Association of Directors of Law Enforcement Standards and Training (IADLES) of the United States, as well as the developments and challenges that KAPS is facing  during this year.

The meeting was attended by Director General of the Academy Ismail Smakiqi, General Director of the Probation Service of Kosovo Bajram Bujupi, General Director of Kosovo Police Shpend Maxhumi, State Prosecutor Alexander Lumezi, Acting / Chief Executive of the Police Inspectorate of Kosovo Miradije Kelmendi , General Director of Kosovo Customs Bahri Berisha, acting / General Director of the Kosovo Correctional Service Rasim Selmanaj, Deputy Director of the Agency for Emergency Management Shefki Avdullahu, ICITAP Senior Advisor at the Ministry of Internal Affairs Drita Pereziç , OSCE High Councellor Shpresa Muharremi, Head of the Twinning Project Krista Haak and Resident Advisor of the Twinning Project Ritva Vähäkoski.

After the opening of the meeting by the Chairman of the Board, Mr. Bajram Bujupi and the approval of the agenda, the opening speech was held by the General Director of the Kosovo Academy for Public Safety , Mr. Ismail Smakiqi, who informed the Board about the process of accreditation of professional trainings and review of joint policy proposals for the implementation of the scope of the KAPS law to meet the accreditation standards of the National Qualifications Authority and the International Association of Directors of the Law Enforcement Standards and Training (IADLES) of the United States of America.

Regarding accreditation Smakiqi said that "Kosovo Academy for Public Safety during the 08 -12 of March was visited by the staff responsible for the accreditation of the National Qualifications Authority and the team of experts for external evaluation. The purpose of the visit was Institutional Accreditation of the Kosovo Academy for Public Safety and validation of professional programs for profiles: New Police Officer, Inspector of Police Inspectorate, Fire-fighter, Correctional Officer, Probation Officer and Customs Officer ".

Director of the Academy, Mr. Smakiqi, also notified the Board with the International Accreditation Process by the International Association of Directors of Law Enforcement standards and Training (IADLES) of the United States of America, whereby the Academy will gain International Accreditation.

Based on the findings of the expert team for the external evaluation of the National Qualifications Authority and the requirements for meeting standards of the International Association of Directors of Law Enforcement Standards and Training (IADLEST) of the United States of America, Director Smakiqi proposed approval of the Document "Common Policies for the Implementation of the Scope of the Law on KAPS for fulfilment of Accreditation Standards"

The document of "Common Policy" contains four measures of action: Engaging the training staff of the public safety institutions at the Academy; Establishment of appropriate training structure; Curriculum development and delivery of training and the duties and obligations of attendees. Any measure of action involves concrete measures that should be taken, in view of "the Common Policy."

The document of "Common Policy" was approved unanimously by the KAPS Board and also the Board took the decision to establish the Working Group by KAPS, PSA, ICITAP and the OSCE in order to create the document of recommendations for the next Board of Academy for the implementation of the "common Policy" document.
Also during the meeting, the Board reviewed and approved the Board's annual plan for 2018.

Also during the meeting was reviewed and reported on the work of the Academy in 2017. The Director Smakiqi reported on the main achievements during this period; The signing of the labor agreement between the KAPS - MIA - CEPOL, development of curricula for professional training for all Public Safety Agencies and their approval by the KAPS Board, Reviewing of study program and re-accreditation of study program at the Academy for Public Safety by Kosovo Accreditation Agency for a period of three (3) years 01/10 / 2017- 09/30/2020, Institutional Accreditation of KAPS for a period of 5 years by the National Quality Council (NQC), Realization of training with a total of 171 officials 2571 PSI, KAPS  accession as a member of the European Fire-fighting Services Colleges Association EFSCA,  Accepting donations from ICITAP ,, Firearms simulation training device (FATS), completion of the feasibility study for the establishment of Master postgraduate studies in Public Safety Faculty in KAPS, Signing of Cooperation Agreement between KAPS –and Security Faculty in Skopje of Macedonia "St. Kliment Ohridski " University.

At the board meeting was the elected the new Chairman of the Board, where the chairman of the Board of the Kosovo Academy for Public Safety  was re-elected the General Director of the Probation Service of Kosovo Mr. Bajram Bujupi.
Whereas ICITAP adviser Mrs. Periziç Drita during this meeting talked about the experts visit from IDEALIST which will take place in April, which has to do with institutional Academy accreditation and proposed suitable period of holding ten week training "School of Staff and Police Command” which again this year (for the sixth time) will be organized by ICITAP.
