Senior Leaders of KAPS and KP attended the IADLEST annual conference in Milwaukee, Wisconsin, USA

Milwaukee, 12 June 2019- In Milwaukee city, Wisconsin, United States of America, from date 10 to 12 was held the annual conference of the International Association of Directors of Law Enforcement Standards and Training – IADLEST.

In this conference participated senior leaders, General Director of Kosovo Academy for Public Safety Ismail Smakiqi, Director of Department for Strategic Planning and Legal Affairs Shpend Shabani. While from Kosovo Police, Director of Personnel and Administration Division, Colonel Hilmi Pacolli, the Director of the Directorate for Support of Specialized and Advanced Training, Colonel Zylfije Krasniqi and ICITAP official Remzije Ibrahimi,concurrently coordinator from ICITAP in the Kosovo Police.

The IADLEST  Conference offers its members the opportunity to meet, to exchange ideas, to seek advice and to compare progress. All participants in the annual conference are members of IADLEST. Director Smakiqi is a member of this association since 2011 when he joined the IADLEST(supported by ICITAP) and participates for the sixth time at the IADLEST annual conference.

At the annual conference in Milwaukee, participate directors of  standards of police academies from 40 states of the United States of America as well as directors of police academies and public safety from several countries around the world, amongst them directors of police academies and public safety from Kosovo, Albania, Montenegro, Bosnia and Herzegovina, North Macedonia and others.

On the first day of the Conference, the participants had the opportunity to hear in two plenary sessions the main speaker Lieutenant Brian Murphy, who as he said in August 2012 was shot 15 times by an attacker in the "sikh" temple in Wisconsin, USA where in this case the striker killed five and injured two. Lieutenant  Brian Murphy survived heavy injuries in the body and head and during two sessions at the conference explained the development of the events of that day. Lieutenant Murphy spoke about the importance of training police officers encouraging conference participants to continue their work on improving the quality of training of police officers in their countries.

The conference continued proceeding and for two days in separate "roundtables" and various lectures.Director Smakiqi with the members of the delegation from the Academy and the Kosovo Police, held meetings with conference participants from countries in the region, directors of standards of American academies and other countries participating in the conference.



During the conference proceedings, Director Smakiqi and the delegation from the Academy and Kosovo Police met with the Executive Director of Northwestern University Center for Public Safety David Bradford and Cameron Fisher, former ICITAP Kosovo Program Leader and lecturer of this center, who has held two weeks of lectures at the ten-week course "School of Police Staff and Command" which is currently being held for the sixth time in KAPS. At the meeting Bradford and Fisher arrived compliance to support the Academy in creating a "Master Study Program - from the field of Management (Leadership) ", which will be based on the curriculum, respectively the course curriculum of the "School of Police Staff and Command".

Compliance support of the Academy in the creation of "Master Study Program" from Northwestern University, comes as a result of more than two years of Kosovo Academy for Public Safety and Northwestern University as well as the request of the Public Safety Agencies respectively districts of 200 Kosovo Police Officers and senior officials of other Public Safety Agencies who attended and graduated the course "School of Police Staff and Command".

The establishment of the Master Study Program in KAPS was supported by the Director General of the Safety Academy in Tirana, Bilbil Memaj, who has expressed interest in pursuing this master program by students of the Albanian state as well as the opportunity to hold lectures in this program from teachers with the scientific competence of the Safety Academy in Tirana.
The creation cycle up to the accreditation of the master program respectively the start of this program will be from 2019 to 2021, as foreseen in the KAPS Development Strategy 2019-2022.
