The Team Experts of Evaluation from IADLEST of the United States of America finished their fact-finding visit at the academy

Vushtrri, 03 May 2018 - During this week, during the 30th April; 1st, 2nd and 3rd of May 2018, at the Kosovo Academy for Public Safety the Evaluation Expert Team is staying from the International Association of Directors of Law Enforcement Standards and Training of the United States of America, (International Association of Directors of Law Enforcement Standards and Training - IADLEST) in fact finding visit, in the international accreditation process of the Academy.

The Expert Team is led by the Deputy Director of the International Association of Standards Directors and Law Enforcement Training (IADLEST) Mr. David Harvey as well as ICITAP officials Mrs. Drita Perezic - ICITAP Senior Advisor at the Ministry of Internal Affairs, Senior Management Program and Executive Management  and Mrs. Remzije Ibrahimi - ICITAP Program Officer in Kosovo. Mrs. Drita Perezic and Mrs. Remzije Ibrahimi have been certified by IADLEST for evaluation in accreditation processes.

This is the first time that this association makes an international assessment and accreditation outside the US. The Kosovo Academy for Public Safety has the opportunity to be the first institution in the region and beyond with the status of the Institution with International Accreditation.

Initiative for international accreditation from International Association of Directors of Law Enforcement Standards and Training - IADLEST of the United States, came during the Annual conference of the association, which developed its proceedings in Nashville, Tennessee from 21 to 24 May 2017 and in which participated the General Director of the Kosovo Academy for Public Safety (KAPS), Ismail Smakiqi, Director of Specialized and Advanced Training of Kosovo Police, Akrem Racaj, accompanied by ICITAP's senior advisor at the Ministry of Internal Affairs, Senior Management Program and Executive Management - Ms. Drita Perezic.

During the meeting with the Deputy Director of the (International Association of Directors of Law Enforcement Standards and Training - IADLEST) Mr. David L Harvey, the Academy's initiative was accepted for international accreditation of the Academy and it was promised to support this initiative by ICITAP, respectively by Ms. Perezic.

In the month of July of year 2017, The Academy has received confirmation from ICITAP for the start of the international accreditation process by IADLEST.
On this occasion, the Academy has received the accreditation documentation, respectively the list of standards for accreditation by IADLEST.
International Association of Directors of Law Enforcement Standards and Training of United States of America is an Agency accredited by the Police Academy and Law Enforcement in the United States of America.

Based on the IADLEST policies, there are a total of 12 sections or areas in which IADLEST makes the assessment of the Academies for the purpose of accreditation. Each of these sections has in itself some standards, which in total are 56 standards.

 Areas of evaluation are; Legal and Regulatory Compliance; Agreements and policies with Stakeholders    Organizational structure involved in training; Keeping records; Staff; Development of Training; Training and Evaluation; Students; Information Technology; Facilities; Budget (finances) and Equipment.

In order to prepare and prove the fulfillment of these standards, the Kosovo Academy for Public Safety has formed a working group for the accreditation process by IADLEST and has worked closely with ICITAP officials, which will participate in the assessment process together with the IADLEST accreditation expert.


During the evaluation days, all the staff of the Academy, teachers and instructors of Public Safety Agencies, students and participants in the trainings, have been notified of the visit of fact finding experts by IADLEST, in this international accreditation process of the Academy.

On the last day of the visit, The Team Experts of Evaluation from the International Association of Directors of Law Enforcement Standards and Training of the United States, notify the General Director of the Kosovo Academy for Public Safety Mr. Ismail Smakiqi and leading staff of the Academy with preliminary findings as well as the process of making a decision for eventual accreditation by the Executive Board of IADLEST.
