The Seminar of third component of the Twinning Project is being held

Vushtrri, 15 November 2016 - Kosovo Academy for Public Safety (KAPS), is being held a  seminar of third component of the Twinning Project, which aims to support further education in the field of public safety in Kosovo. The purpose of this component is to contribute to the fully functionalization to Research and Development Institute of the Academy  in the interest of all public safety agencies.

The opening of the seminar was attended by the General Director of the Kosovo Academy for Public Safety, Ismail Smakiqi, Ambassador of Finland in Kosovo Anne Huhtamäki, Director of the Public Security Department of MIA Mensur Hoti, representatives from the EU office in Kosovo Rafael Nievergelt,Izet Zeqiri Vice-Rector for Teaching, Student Affairs and Research at the University of Mitrovica and Malush Mjaku from the  University of Prizren,Drita Pereziq, representative of ICITAP, Shpresa Muharremi  representative of OSCE, the representative of the Kosovo Centre for Security Studies Arife Muji, representatives of the Public Security Agencies, Lecturers from Faculty of Public Safety  at the Academy,  senior management and experts from Finland and Estonia.

Director General of the Kosovo Academy for Public Safety, Ismail Smakiqi in opening the seminar talked about the progress of the twinning project. He appreciated the work done so far by highlighting the challenges that will be forwarded to finalize the project.

“In this seminar are beginning activities of the third component of the Twinning Project" Support to further education in public security in Kosovo ', with the title,' contribution to the Institute of Research and Development of Academy to become fully operational for the benefit of all public safety agencies in Kosovo ". Smakiqi stressed by saying that in order to increase the ability and professional competence in the field of public safety has reached an agreement that required more knowledge than just training for specific task, especially in managerial positions of agencies.
 
Smakiqi said the further developments in the academy and in the field of Public Safety preceded the adoption of the Law on the Kosovo Academy for Public Safety, where through which Academy is determined a responsible institution for providing training and higher education,  developing the capacity to public safety institutions.

Speaking about the importance of the project Smakiqi said the first and second twinning project are the support of the Academy and Public Safety agencies to realize the vision that  "in 2020 the Academy will be recognized by its national and international stakeholders  as an primary institution for all levels of education in the field of public order and security ".

Ndërsa duke folur rreth institutit për Hulumtim dhe Zhvillimit, Smakiqi theksoi rëndësinë që ka ky institut për Akademinë, Agjencitë e Sigurisë Publike, Qeverinë e Kosovës, partnerët ndërkombëtarë si dhe  për të gjithë ekspertët e fushave të sigurisë jo vetën në While talking about the Institute for Research and Development, Smakiqi stressed the importance of this institution for the Academy, Public Safety Agencies, Government, international partners as well as to all the experts of the field of security not only in Kosovo but also  wider. Smakiqi said the Academy for a long time provides and maintains continuous professional trainings for law enforcement employees in the Institutions of Public Safety, developing training in public security levels: basic, advanced, specialized, leadership and management.

At the opening of the seminar spoke Finland's Ambassador in Kosovo, Anne Huhtamaki who describe as very important  the second twinning project and the establishment of the institute for research and development. "Kosovo Police is very successful and  has made a long way and now it is trained and very well equipped, the people of Kosovo trusts them, is very important and good success , it is that we want to continue to raise capacity of public security institutions, "said Huhtamäki. Huhtamäki Ambassador said that the cooperation between Kosovo and Finland has always been good at sharing experiences and building experience.

Seminar was greeted by the  Director of the Public Security Department of MIA Mensur Hoti, who thanked the European Union for the continuous support to  MIA and its agencies as well as permanent partners ICITAP and OSCE. Hoti said that the Ministry of Internal Affairs is pleased with the progress achieved in the Academy  during implementation of the European Union  projects and will continue to support the Academy and Public Safety agencies in the common goal of public safety in our country.

Meanwhile Rafael Nievergelt representative from the EU office in Kosovo, expressed his satisfaction to participate in the opening of the second seminar of the twinning project.
Nievergelt said that education in public safety and in other institutions dealing with law enforcement is a crucial force for reasons that have to do directly to law enforcement and security. "Institute of research and development helps raise the experience  all members of public safety agencies," said Nievergelt thanking partners for the results achieved.

Seminar was greeted by Izet Zeqiri Vice-Rector for Teaching, Student Affairs and Research at the University of Mitrovica and Malush Mjaku from University of Prizren.
 
The seminar will last three days from 15, 16 and 17 November, while experts of the twinning project will make presentations
