The regional conference began “Interaction with networks and comparative approach to police education”.

Prishtine, 27 October 2015 - Regional conference “ Interaction with networks and comparative approach to police education’’, organised by Kosovo Police, Kosovo Academy for Public Safety and OSCE- Mission in Kosovo, has begun to be held today.

Minister of Internal Affairs, Mr Skender Hyseni, who was present in this ceremony he mentioned,  this conference serves to address and to face with global challenges regarding safety, violent extremism, terrorism, international organised crime, money laundering and all those negative phenomenon that present a risk for democratic society, about the security of states, for regions and international communities in general.

On this occasion, minister Hyseni thanked German government, OSCE and Kosovo Academy for Public Safety for organising this conference.

‘’This conference serves to create an opportunity to exchange experiences, to make comparisons, in order to give a full contribution and to establish a vital demand as well about the countries of the region to build a mutual line against crime’’, said minister Hyseni adding that it serves to the best in common, it aims collective interest, regional and international widely.

In meanwhile, General Director of Kosovo Academy for Public Safety (KAPS), Mr Ismail Smakiqi he feels privileged to mention that Academy hosted a regional conference ‘’ Interaction with networks’’, evaluating that attendance of this conference is important about the security of institutions.

Mr Smakiqi said that it is a good opportunity about this conference to exchange and display experiences, achievements and ideas in the field of public security.
He mentioned that attendance of this conference it’s one of the three project activities financed by German embassy.

Director Smakiqi during the conference he talked about activities as follows, study visit and trips of the Academy management at German Police University in Munster of Germany, who has master programs for current police there, about the return visit of this University and providing Academy with more than 300 hundred books in English Language and German as well for students of the Faculty of Public Security.


“It is known in public as a training institution recently for higher education, Academy continues to be supported by permanent partners like OSCE, EU and ICITAP, as a national institution for training and higher education for all employees of the law-enforcement institutions’’, Mr Smakiqi said that study program has been a result of two years twinning project of the European Commission.

Mr Smakiqi also talked about the new twining project which began on November of this year and it lasts three years, it is a project about the trainings attendance, support given for Bachelor studies and functioning of the Research Institute in the Academy.

Mr Smakiqi said that Academy cooperates closely with security institutions and associations that are representative in the conference as well.
He said that Academy has cooperation agreements with Police Academy and Public Security of Finland, Estonia and Albania.

At the end General Director of the Academy, Ismail Smakiqi thanked German embassy for donations and willingness to support continuously Academy in the area of study and research of public security. Also he thanked OSCE- for implementing and apply these activities, in particular this conference as well.

Deputy -Head of Mission of the Federal Republic of German Embassy in Kosovo,
Christina Gehlsen said that academic education is a fundamental issue for providing further steps in order to ensure efficiency and effectiveness in public safety.


The Head of the OSCE Mission in Kosovo, Jean-Claude Schlumberger said that a primary role for a functional law-enforcement system is to fight crime and other threats and to provide a safe environment for its own people as well.
“There isn’t such a system without having well-prepared police officers and we can’t have a good police without adequate training in the educational institutions properly’’, said Schlumberger.
Regional Conference ‘’ "Interaction with other networks and comparative approach to police education" it will last for three days.
