Director Smakiqi participated in Tirana International Scientific Conference

Vushtrri November 1, 2016 - The Director General of the Kosovo Academy for Public Safety, Mr. Ismail Smakiqi accompanied by the Dean of the Faculty of Security, Mr. Bejtush Gashi, have participated in the 1st International Scientific Conference of the Security Academy in Tirana on "contribution to public safety through education".

In this conference had participated the Minister of Internal Affairs Mr. Saimir Tahiri, Deputy Director of the State Police, Mr. Rebani Jaupi, senior representatives of the State Police, police missions operating in Albania as well as liaison officers.

The conference "Contribution to public safety through education", was developed within the reform undertaken for fundamental reforms of the education system for Police Officers, as well as putting in full operation of the Security Academy, not only as a center of formation but also scientific research.

Director General of the Kosovo Academy for Public Safety, Mr. Ismail Smakiqi, during his speech highly appreciated the organization of the 1st International Scientific Conference with a topic "Contribution to public safety through education".

Mr. Smakiqi said that this conference with international character enables the exposure of research; debate on the achieved results and enrichment of mutual knowledge in the field of public safety, respectively unfolding of research dealing with as he said with the threats and risks to security in the Western Balkans and the role and impact of education on public safety.

"The role and importance of training and higher education of law enforcers and the impact of education on public safety, has advanced the Police Academies respectively the Academies of Public Safety in national institution and responsible for human capacity building of the Public Safety agencies", he said Mr. Smakiqi.

He said that the Academies should feel responsible for safety in their countries, feeling responsible for the behavior of law enforcers in their work places, primarily for the professionalism and ethics of law enforcement officials.

"The challenges with what public safety is facing, the challenges are not only regional challenges. Now these challenges have much broader character. Citizens of a country the Public safety is a complex multi-institutional and multi-dimensional challenge, which is made together followers of crime, teachers, psychologists, hilosophers, sociologists, artists, sportsmen, preachers, businesses, workers, parents, women and men" said Mr. Smakiqi.


Mr. Smakiqi said the this conference is the activity of the leaders, teachers and trainers of Police Academies, participant in European and international networks of higher education and training institutions,  and in the field of public safety  institutions in general.


Director of the Academy, Mr. Ismail Smakiqi said that the conference in Tirana is an opportunity for achieving the objective of the Conference "improving academic programs in the field of security to improve the quality of policing and preparing high experts’ of security for law enforcement agencies".

Director General of the Security Academy, Mr. Bilbil Mema particularly stressed the importance of training and specialization of police structures, increasing their professional capacities, increases Public Safety and fulfills the demands of the community.

“Policing as the most successful activity so far for providing security requires a treatment in many dimensions. One of the dimensions is to increase the professional capacity of the structures that participate in the activity, but especially the structure of the Police, which has more specialized work. Structure that has the primary mission to guarantee public order and law enforcement is the police; precisely this structure must possess very high professional level, to fulfill the demand of the community. The purpose of this conference is to contribute through education, increasing public safety for citizens", said Mr. Mema.

Whereas, Minister of Internal Affairs Mr. Saimir Tahiri during this conference emphasized that when he took this duty the State Police troops were in the lowest level of education in the region, but now as he said through training and intensive qualification the Police returned to the most trusted institution in relation to citizens.

"I believe that we need to re-create the tradition of volunteering into safety. This is the reason why the Ministry of Internal Affair and the State Police, today a specific group working on that to make a way for the voluntary commitment by young men and women in Albania to the State Police. In the distant past there was a tradition of voluntary commitment to the Police, in which, part of the community together with the Police to ensure order in the local community or to help children in school or to help traffic road. I believe from this tradition should take the best part and create a modern model of voluntary commitment of young people in the State Police. We are working to create a legal opportunity associated with voluntary commitment in State Police and then immediately will begin recruitment, because we believe very strongly that today, challenges regarding the safety have not been, nor can be only a matter of police exclusively. But is the challenge to become together the police - community", said Mr. Tahiri

Also, the Deputy Director of State Police Mr. Rebani Jaupi during this conference highly praised the establishment of the professional education sustainable platform as a solution towards emancipation of police structures, of increased security and integration of the Police institution in society as an ally in solving common problems.

"Safety can be improved through education; the level of education within the ranks of the State Police is on the rise, improvement. The improvement can be seen of this level, as in the direction of those young people who choose to become employees of the State Police, as in the direction of formatting a sustainable educational system of professional police. In our initiative to build a more professional police officer, we saw education as a solution.

This turns out to be the right solution. Dimension which comes through education is that of emancipation, liberation for the Police society; which aims to enhance security. The State Police, not only that are giving this message, but also demonstrates with examples", said Mr. Jaupi.
